Operations

A light meeting on the operations side. No staff reports were scheduled. The April 8, 2026 minutes were received. The agenda ran to two delegations, public time, and adjournment.

Aspirations

Both items in front of the Commission came from community organizations with a vision for how to improve the spaces they use.

The Blewett Community Society presented a phased plan for a permanent rink at Morning Mountain Regional Park. Jacob Cloutier, Lukas Armstrong and Coordinator Valerie May Evans laid out the case: the existing temporary rink has dropped to a handful of skateable days, and without a change the site will not be able to offer a rink for many more years. Phase one is a gravel sub base, concrete pad, timber foundations and boards, at roughly three hundred and five thousand. Phase two adds the chiller and timber roof at roughly five hundred and seventy thousand, for a total near eight hundred and seventy-five thousand. That is a Class D estimate, plus or minus thirty percent, on a conceptual design. The Society was explicit that it was not asking for funding. It was asking for permission to keep the conversation going with the RDCK and Parks, and it came with a list of potential funders it had deliberately not yet approached, pending that permission.

The Nelson Nordic Ski Club, represented by General Manager John Bowden and Peter Holton of Holton Planning Associates, proposed extending the current grooming program two kilometres south of the Euphrates shelter. The extension would compensate for five kilometres of trail lost on private land, offer longer spring snow retention, and add low cost terrain suited to a range of abilities including school groups and beginners. The work required is modest: brushing, rock removal, and a seven by seven metre turnaround area for the grooming machine. Access management would mirror the north entrance near Cottonwood Lake, with a partial gate, signage, a QR code for online payment, and restrictions on dogs.

Both requests were referred forward for discussion at a future meeting. Nothing was decided at this meeting.

The Commission expressed its gratitude to both organizations for the work they do in the community.
